An atmosphere of end of reign weighs on the European Commission. Even if its term officially runs out at the end of 2024, everyone knows that it won't be able to complete any of its pending initiatives.

The Farm to Table strategy (F2F) was one of the stars of the van der Layen Commission. Its general objectives have received wide acceptance, be it reducing the consumption of agricultural fertilizers or antibiotics, promoting organic farming, or contributing to a more sustainable diet.

The same is not the case with the quantified objectives proposed without any impact analysis, which has fuelled many doubts about their viability and, even, about their consequences on agricultural production and European imports.

The Directorate General for Agriculture (DG AGRI) had the opportunity to take the lead on these issues. A similar initiative to the F2F was on itstable in 2014. There was even a first public meeting with social partners, chaired by the AGRI services. Participation was not limited to regular DG AGRI 'customers' but was extended to include health and nutrition professionals and catering companies, among others. But the lack of interest, myopia or the excessive novelty of the approach scared the DG AGRI hierarchy.

The file was later taken up and handled with an iron fist by First Vice-President Timmermans. Appointed by the Netherlands, the only certainty that this socialist commissioner has is that his mandate will not be renewed. The electoral result of the Peasant Party further weakened its position. It has been interpreted as the reaction of the rural world (but not only) to the growing environmental demands.

The wave of discontent advances

The wave of discontent is also reaching President van der Layen. Even if the European People's Party (EPP) wins the next European elections, its renewal is far from assured. Within her party she is criticized for having given “carte blanche” to her first Vice-president. She seems to have understood the message and smelled the danger because we can observe that she is more present in these debates.

The absence of the Agriculture Commissioner is more than noticeable. The only representative of the extreme right in the Commission, the tensions between his cabinet, on the one hand, DG AGRI on the other, and the rest of the European Commission as well, are public. Two examples are worth more than 1000 words. The first is well known: the conspicuous absence of the Agriculture Commissioner during the presentation of the F2F strategy.

The second is less obvious. The appointment of Catherine Geslain-Lanéelle as Director of Strategy and Policy Analysis at DG AGRI is a real slap in the face for the Commissioner. Prestigious senior French official, she was previously Deputy Director of her cabinet, but quickly realized the calico closed and resigned. Today she has returned with force to the most strategic and key position in the entire DG, replacing the very prestigious Tassos Haniotis.

Each meeting of the Council or session of Parliament brings its episode of rebellion and discontent. Whether it is about the environmental consequences of the agreement with MERCOSUR, the Directive on pesticides or the inclusion of intensive livestock farms in the application framework of the Directive on industrial emissions, the reductions to the ambitions announced by the Commission are multiplying.

A regulation in danger

Timmermans tried to leave his will on the table, to condition the next financial perspectives of the Union (the European budget 2028-2035) and the next reform of the Common Agricultural Policy (CAP) through the adoption of a Regulation on sustainable food systems. This is not going to happen.

In the quickest hypotheses, the impact analysis report that should precede the proposal would be expected during this third quarter. The Regulation will never be approved before June 2024, the date of the next elections to the European Parliament. In any case, the file will be managed by the next Commission and the next Parliament, whose compositions and political balances are unknown.

All of this has a taste of “déjà vu”, with another Dutch commissioner, some years ago, in 1968. Then, Commissioner Sicco Mansholt presented his vision of the future of European agriculture and his proposals for the reform of the CAP. The brutality of his proposals provoked such a reaction (it must be said that the year 1968 was propitious for demonstrations) that the mountain gave birth to a mouse, three unambitious socio-structural Directives. We had to wait another 24 years, until 1992, for the first CAP reform to take place.

Political scientists know it. To reform policies in a democratic society, it is necessary to consider path dependency if you want to come to a good end.

Rien ne va plus, faites vos jeux. Une ambiance de fin de règne pèse sur la Commission Européenne. Même si elle est encore en poste jusqu’à la fin 2024, elle sait qu’aucune de ses initiatives n’aboutira en temps utile.

La stratégie « De la Ferme à la Fourchette » (F2F, selon les sigles anglaises) a marqué la Commission van der Layen. Ses objectifs généraux ont reçu une large acceptation, qu’il s’agisse de diminuer la consommation de fertilisants agricoles ou d’antibiotiques, de promouvoir l’agriculture écologique ou de contribuer à une alimentation plus soutenable.

Il n’en est pas de même des objectifs chiffrés proposés sans aucune analyse d’impact, ce qui a alimenté beaucoup de doutes sur leurs faisabilités, voire leurs conséquences sur la production agricole et les importations européennes.

La Direction Générale de l’Agriculture eut l’opportunité de prendre le leadership sur ces dossiers. Une initiative similaire à la F2F fut sur sa table en 2014. Il y eut même une première réunion publique avec les partenaires sociaux, présidée par les services agricoles. La participation ne se limita pas aux «clients» habituels de la DG AGRI mais fut élargi à, entre autres, les professionnels de la santé et de la nutrition et les entreprises de catering. Mais le manque d’intérêt, la myopie ou la nouveauté excessive de l’approche effraya la hiérarchie.

Le dossier fur repris plus tard, et géré de main de fer, par le Vice-Président Timmermans. Nommé par les Pays-Bas, la seule certitude qu’a ce commissaire socialiste est que son mandat ne sera pas renouvelé. Le bon résultat électoral du Parti paysan a encore plus fragilisé sa position. Il a été interprété comme la réaction du monde rural (mais pas seulement) aux croissantes exigences environnementales.

La fronde avance

La fronde atteint aussi la Présidente van der Layen. Même si le Parti Populaire Européen (PPE) gagne les prochaines élections européennes, son renouvellement est loin d’être assuré. A l’intérieur de son parti, on lui reproche d’avoir donné carte blanche à son Vice-Président. Le message semble d’ailleurs être passé et on la voit aujourd’hui plus présente pour calmer le jeu.

On remarque dans tout cela l’absence du Commissaire à l’Agriculture. Seul représentant de l’extrême droite à la Commission, les tensions entre son cabinet, la DG AGRI et le reste de la Commission sont bien connues. Deux exemples valent plus que 1000 paroles. Le premier est bien connu, l’absence soulignée du Commissaire lors de la présentation de la stratégie F2F. Le deuxième est moins évident. La nomination de Catherine Geslain-Lanéelle comme Directrice de la Stratégie et de l’Analyse Politique à la DG AGRI est une véritable gifle pour le Commissaire. Prestigieuse haute fonctionnaire française, elle fut avant Directrice-adjointe de son cabinet mais claqua rapidement la porte au bout de quelques mois, pour revenir en force au poste le plus stratégique de toute la DG, occupé auparavant par le prestigieux économiste agricole Tassos Haniotis 

Chaque réunion du Conseil ou session du Parlement apporte son épisode de fronde. Que se soit sur les conséquences environnementales de l’accord avec le MERCOSUR, la Directive sur les pesticides ou l’inclusion des élevages dans le champ de la Directive sur les émissions industrielles, les coups de rabots aux ambitions de la Commission se multiplient.

Un règlement en péril

Timmermans a essayé de laisser un testament, pour conditionner les prochaines perspectives financières et pré-décider la prochaine PAC en faisant adopter un Règlement sur les systèmes alimentaires soutenables. Cela ne sera pas le cas.

Dans la plus rapide des hypothèses, le rapport d’analyse d’impact qui doit précéder la proposition serait attendue dans le courant de ce troisième trimestre.  Cette dernière ne sera jamais approuvée avant le mois de juin 2024, date des prochaines élections au Parlement européen, le dossier sera géré par la prochaine Commission dont la composition et l’équilibre politique restent inconnus.

Tout cela a un goût de déjà-vu, avec un autre Commissaire néerlandais, certes en 1968. Cette année, Sicco Mansholt présenta son Plan. Il avait raison sur l’essentiel mais la brutalité de ses propositions provoqua une telle réaction (il faut dire que l’année était propice aux manifestations) que la montagne accoucha d’une sourie, trois Directives socio-structurelles assez peu ambitieuses. Il fallut attendre 24 ans, jusqu’en 1992, pour que la première réforme de la PAC puisse avoir lieu.
